As you will see below we had another great year reducing crime. Each year it gets tougher to reduce the crime rate, as you have to compete against the previous year's crime numbers. But we have been able to do it with hard work and strong cooperation and support from the community!
These are the final year end crime statistics for 2011:
Homicide: Up 50.0% (up 4 crimes, 12 vs. 8)
Rape: Down 26.7%
Robbery: Down 27.1%
AGG: Down 17.1%
Shots Fired: Down 5.4%
Shooting Victims: Up 42.9% (up 15 crimes…had more multiple victim incidents)
Total Violent Crime: Down 21.9%
Burglary: Down 8.6%
GTA: Up 3.4%
BTFV: Down 15.2%
Larceny: Down 3.3%
Total Property Crime: Down 7.3%
Part I (Total Crime): Down 9.5%
- Northeast Area ended the year ranked secondin the City in violent crime reduction.
- Northeast Area ranked tenthin the City in property crime reduction
- Northeast Area ranked sixthin the City in overall crime reduction
- We had 524less Part I crimes
- Finished under5,000 total crimes for the first time in decades
- Had 4982 total crimes last year…had 17616 total crimes in 1992…a 72%reduction
- Homicide and GTA were the only crimes that had an increase (shooting victims is a statistic that we track - not a crime category)
- Two of the homicides were family related infant fatalities (child abuse)
- We had a bad December with three homicides (two gang-related)
- The 12 homicides that we had last year ranks as the third lowest number that we have posted over the past 40 years (1971-2011)

Neighborhood Crime Update
Echo Park
Had a great year in Echo Park with crime down 12% - 50 fewer crimes.
Good News: Homicide (0 Crimes), Rape even (1 vs. 1), Robbery down 45% (13 less crimes), Assaults down 25%, and BFMV down 17%.
Needs Work: GTA was up 5% (4 more crimes), and Larceny up 3 % (2 more crimes).
Silver Lake
Silver Lake had a 2% increase in crime - 10 more crimes for the year.
Good News: Robbery was down 60% (27 less crimes).
Needs Work: Homicide up 100% (1 vs. 0), Rape up 100% (2 vs. 1), GTA was up 43% (36 more crimes) this was the big difference for the year. Rests of the crime categories were basically even.
Franklin Hills
Had a great year in Franklin Hills with crime down 13% - 25 fewer crimes.
Good News: Homicide (0 Crimes), Rape down 200% (0 vs. 2), BTFV down 13% (10 less crimes), and Larceny down 27% (13 less crimes).
Needs Work: Burglary up 16% (5 more crimes). This was the only category of crime to see an increase.
Los Feliz
Had a great year in Los Feliz with crime down 17% - 128 fewer crimes!
Good News: Homicide (0 crimes), Rape down 300% (0 vs. 3), Robbery down 39% (20 less crimes), BFMV down 18% (55 less crimes), Larceny down 26% (39 less crimes).
Needs Work: GTA was up 11% (11 more crimes).
East Hollywood
East Hollywood had an 8% increase in crimes - 39 more crimes.
Good News: Homicide even (2 vs. 2), Rape down 300% (0 vs. 3), Robbery down 11% (7 less crimes), BFMV down 8% (9 less crimes).
Needs Work: Larceny up 20% (33 more crimes), Burglary up 48% (19 more crimes).

Approval of Last Meeting Minutes: The Minutes were approved by Joe Cisneros and seconded by Andrea Iaderosa
Comments on Non-Agenda Items: Joe Cisneros brought up the idea of posting local crimes that are reported by members of the community and sent to the Public Safety Committee via e-mail. This information would be posted on the Public Safety page of the GGPNC website.
Andrea Iaderosa thought that this was a great idea and said she will send out an e-mail to the public safety e-mail list asking that criminal activity be reported to her so that it can be noted on the Public Safety website page.
Letter to Councilman LaBonge: Andrea Iaderosa read a draft of the letter she wrote addressed to Councilman Tom LaBonge regarding the removal of the local LAPD Substation signs.
The letter is as follows: Dear Councilman LaBonge,
I am writing to ask you to please have the posted LAPD Community Police State signs taken down in Los Feliz. The Community Police Substation above Citibank on Hillhurst is no longer in use by the LAPD, and the LAPD has no intention of ever using the space again.
The posted signs have created some confusion for members of the community who have gone there to report a crime, or to seek assistance from the police. I would hate for someone to head over there in an emergency only to find a vacated space.
I spoke with our Senior Lead Officer who said it was fine to have the signs removed, but indicated that I should get in touch with you to have this done.
The signs need to be removed from the following locations:
1. The SW corner of Hillhurst Ave. and Los Feliz Blvd.;
2. The NE corner of Franklin Ave. and Hillhurst Ave.;
3. 1965 Hillhurst Ave. (outside Citibank);
4. 1965 Hillhurst Ave. – (The Police Substation banner hanging above the Citibank ATM).

The Public Safety Committee approved sending the letter. Andrea Iaderosa will send a copy of the letter to the GGPNC Board to find out if it’s proper for her to simply send the letter, or whether it needs to be part of the GGPNC Board Agenda for the January meeting.
Selection of Meeting Date: Andrea Iaderosa advised that the best time for her to meet was at 7:30 PM because of her work schedule. She also advised that per Linda Demmers, most Mondays are free, and some Wednesdays are free. Andrea stated she would like to have the Public Safety Committee meeting before the GGPNC Board meets, in case there is something the committee needs to have put on the Board’s agenda. Andrea Iaderosa proposed meeting on the second Monday of the month. This was seconded by Joe Cisneros. Andrea Iaderosa said that she would verify with Linda Demmers that this date is available, and then reserve the dates for the year. She will then send out an e-mail advising that monthly meetings have been scheduled.
Marijuana Clinics : Andrea Iaderosa has a concern that two marijuana dispensaries have opened in Los Feliz, one at 4511 Sunset, across from Vons and just down the street from Children’s Hospital and one at 4614 Hollywood Blvd, across from Good Will. The concern is that the two dispensaries are just a block away from each other, and she questioned the degree of oversight for the dispensaries. It was indicated to her by two LAPD officers at an East Hollywood Public Safety meeting that most of the dispensaries have criminal/gang affiliation. Joe Cisneros and Andrea Iaderosa decided that further discussion is needed. The subject will be brought up at the GGPNC Public Safety meeting in January, and Andrea will meet with the East Hollywood Public Safety committee, and gather more information
Other Comments and Announcements: The question of funding for the Public Safety Committee came up. Andrea Iaderosa advised that funding for the Neighborhood Councils this year is less than last year, and that all committees were allocated less money than they were last year. Also, it is unclear how much money will be needed by the GGPNC if the Neighborhood Council has to have elections and pay for the elections themselves. This issue will again be discussed at the January Public Safety Meeting.

Public Safety Minute – 9/15/11 Meeting
Meeting Started at 7:20 PM In attendance: Andrea Iaderosa, Cynthia Berne, James MacKeen, Ann MacKeen, Joe Cisneros, Rob Menz, Veronica Hunt, Officer Chovan, Officer Allen. Reports from Public Officials Officer Chovan advised that there is a new graffiti unit. When we see graffiti we are supposed to take a picture and download it. We are also supposed to call the LAPD front desk and have them fill out a crime report. A crime report must be filled out to prosecute. They have made around 73 arrests. Rob Menz asked about punishment. There is a special District Attorney who works on graffiti crimes. There is now case law that holds parents responsible and requires restitution. Crime continues to remain low and theft from cars has dropped significantly up in Griffith Park. Andrea Iaderosa asked about the LA Times crime statistics that indicates that crime is up in Los Feliz. Officer Allen advised that these stats are not actually indicative of an overall crime picture for Los Feliz. Officer Chovan advised that AP (Armenian Power) is a problem in the area. She specifically mentioned Finley, Berendo, and Catalina as being areas where AP congregates and advised that they are involved in many areas of criminal activity, including identity theft. If you see what looks like AP gang members congregating, please call it in immediately (but note – this is NOT a 911 call.) Jim MacKeen asked if there are any rules regarding winnebagos parking on streets. The officers advised that they must move every 72 hour. The legality of large vehicles and trucks parking on residential streets involves the width of the street. If the street is narrow (40’ is considered to be a wide street), then they shouldn’t be parked there, but often it is less expensive for the vehicle owner to pay a parking ticket than it is to pay for off street parking or storage. Joe Cisneros asked about cleaning up around the Hyperion Bridge steps. He mentioned homeless people defecating and urinating as being a problem. The officers advised that they do not pursue this. The city attorney’s office has basically said “where do you want them to go?” For an officer to write this up, it involves documenting where the closest bathroom is, etc., Andrea Iaderosa suggested that this is something the public safety committee could work on – going to the steps and cleaning up the area. Problems with Bars/Restaurants A new CPAB has formed that will work with the local bars & restaurants to help them work with the residential areas where the bars are located. It will also provide a means for the restaurants to network with each other. Officer Chovan feels that party buses in the neighborhood do not work and that the local bars are now saying “no” to these. She also stated that parking for these venues is a growing problem and issue that needs to be addressed and dealt with. She said that the new CPAB group will be looking into this.
Andrea Iaderosa read part of an e-mail from Dave Bass who could not attend the meeting, but who has had ongoing concerns about some of the bars and the practice of bottle service. The officers stated that the issue of bottle service will depend on what kind of license you have. There was no further discussion of bottle service. Proposal to write letter on behalf of tenants at 1641 & 1645 No. Alexandria The abatement process is stalled at the city attorney’s office. The officers felt that a letter was a good idea. The letter should be addressed to Trutanich. There are 14 abatements that are a problem. We discussed what the letter needs to include, and Andrea Iaderosa will have a draft of it completed for the next meeting to be voted on. LAPD Community Police signage Officer Chovan advised that it should not be a problem having them removed. Andrea Iaderosa said she had e-mailed a city representative who said to contact the senior lead officer. Officer Chovan said to contact Tom LaBonge’s office. Andrea Iaderosa will do that. Coyote Issues Joe Cisneros said that coyotes are becoming a problem. The issue was discussed. There is no specific solution, and Officer Allen advised not to let small animals go out unattended. CERT class discussion Joe Cisneros and Andrea Iaderosa agreed that the CERT class that ended in August was successful. There will be further CERT meetings separate from the public safety meetings. They have not yet been set up. There was a discussion of the 10/1/11 CERT class for animals. Ann MacKeen discussed an organization that collects feral cats that she is aware of. The Great Shakeout on 10/22/11 was mentioned, as was the radio cert class coming up on Sunday. Cell phones are not useful in an emergency. There will be a NE Open house on Oct. 29 from 11-3 that Andrea Iaderosa will publicize. The meeting adjourned at 8:30 PM.
