Rule & ElectionsThe Standing Rules & Elections Committee continually reviews the Neighborhood Council's governance in the form of Bylaws, Standing Rules, Policies and Procedures to recommend the adoption of governance intended to strengthen the Council and help make it more effective in its operations and general elections. Citibank Center At the December 20, 2011 GGPNC Board Meeting, the Board approved Rules and Elections motion to amend the GGPNC Bylaws adjusting NC boundaries, ceding an area of Silver Lake neighborhood to the jurisdiction of Silver Lake Neighborhood Council. Both Neighborhood Councils will now forward the Bylaw amendments to DONE for approval. At the November 15, 2011 GGPNC Board meeting, the Board approved our recommended response to the City Clerk Neighborhood Council Election Survey. You can view that response here. At the November 3, 2011 meeting, the Rules and Elections Committee will consider two documents tabled at the September 1, 2011 meeting. These documents are draft protocols to be included in the Standing Rules covering Committee conduct and activity and Board member communications. They can be viewed as supplements to the Agenda. At the October 6, 2011 meeting, the Committee approved revisions to the GGPNC Bylaws to comply with DONE's requirements for the Table of Contents to the document as well as the incorporation of recommended text, deletion of dated or redundant material, and minor revisions to language. These revised Bylaws will be presented to the Governing Board on October 18 ,2011 for approval. A "Cheat Sheet" to track these changes is available here. At the September 1, 2011 meeting, the Committee approved revisions to the GGPNC By Laws to clarify and define the roles and responsibilities of three members of the Executive Committee: Secretary, Vice President for Communications and Outreach, and Vice President for Administration. The Committee asked for the Governing Board's approval of these revisions at the September 20, 2011 meeting. You can read those proposed revisions to the By Laws here. The Governing Board passed the revised format and the proposed revisions by consensus. At the July 19, 2011 Governing Board Meeting, the Green Committee proposed: "The Greater Griffith Park Neighborhood Council will only use 100% post consumer recycled paper for the printing of agendas and supplemental materials." The motion passed and will be added to the Council's Standing Rules, Policies & Procedures. At the June 2011 Rules & Elections meeting the Committee proposed a set of Executive Committee Election guidelines for use at the upcoming Governing Board Meeting.
