MINUTES - SAFETY COMMITTEE

Thursday, June 26, 2003 – 7pm
Palermo Restaurant, Banquet Room –1858 N. Vermont,  Los Angeles, CA 90027

1. Call to order –  @7:15PM - Nora Mosqueda, Chair

2. Introductions – Nora Mosqueda

3. Mission Statement - The Committee will address some of the major public safety issues (crime and disaster preparedness) affecting the area of the Greater Griffith Park Neighborhood Council (GGPNC). 

4.  LAPD - (Los Angeles Police Department)
Sgt. Ernie Matsumoto informed us o\f the area’s crimes regarding prostitution around the Sunset Blvd. & Normandie Ave. area. Working with the Neighborhood Prosecutor Jeanne Kim and with GGPNC Boardmember Jacqueline Kerr, they are attempting to add the highest voltage bulbs in the Cobra Streetlights and post signs that deter prostitution and warn those participating.

Officer Domenic Colenzo spoke about graffiti problems, particularly the different types of gangs and their mode of operation He also explained the reasons why gangs do not like taggers (territorial issues) and how to prevent or control the problem.  He was very informative.  He welcomed us and provided us with his telephone number (213-847-0511) in case we had any questions.

5. Park Safety – Doug Kilpatrick, Park Ranger, Co-President, LA City Park Ranger’s Association.
Doug Kilpatrick and Evelyn Solano (Los Angeles City Park Rangers Association) spoke on behalf of the LA City Park Rangers.  They are seeking support from GGPNC in the right to carry arms.   Statistics were presented of arrests made for the months of May and June 2003.  They claim that in order to serve the public, do their jobs better, and protect themselves they need to be armed.  They pointed it out that most of them go through the same rigorous training at the Police Academy as police officers, except at the end of the training their weapons are taken away.

A motion was made by Mary Rodriguez and seconded by Jacqueline Kerr to send a letter to Councilmembers Tom LaBonge and Eric Garcetti in support of the Park Rangers to carry arms. After discussion it was amended to say that further review of the pros and cons would be studied and representatives from both sides of the issue would be asked to speak to the entire GGPNC Board.

6. Committee Members -  To  discuss and suggest actions as appropriate:

A. The Committee approved establishing a liaison with the East Hollywood Neighborhood Council, to address the problem of prostitution at the intersection of Sunset and Normandie Avenues – Jacqueline Kerr will be the contact.

Motion made by Jacqueline Kerr, seconded by Mary Rodriguez, and motion passed.

B. Emergency preparedness – Nora Mosqueda

Passed out Emergency Preparedness materials, safety preparedness workshops  and brochures for future meetings.

C. Strategy plan to eliminate graffiti – Mary Rodriguez
Working with Neighborhood Prosecutor Jeanne Kim and LAPD Officer Domenic Colenzo, Mary Rodriguez suggested sending a  letter to local businesses asking them to scrutinize and control the sale of graffiti materials to the neighborhood youth (attaching a copy of the law provided by the City Attorney’s office).

Committee Approved Such Action.

D. Report, discussion, & action on Senior Lead Officer – Mary Rodriguez

Motion made by Mary Rodriquez, seconded by Jacqueline Kerr, and motion passed, to write a letter to Captain Kyle Jackson in regards to the following:

a. To continue to work with LAPD Vice on the prostitution problem (Jacqueline Kerr to be the contact).
b. The graffiti problem (Mary Rodriguez and Office Colenzo, and the neighborhood organizations throughout the council boundaries to tackle the problem).
c. Keeping the Hyperion Bridge Attacker as a priority item to keep Marshall students safe.
d. Senior Lead Officer replacement.

7. Public Comments – Comments from the public on non-agenda items within the Board’s subject matter jurisdiction.  Public comments are limited to two minutes per speaker.

Community members brought up the issue of the Los Feliz Post Office in regards to lack of maintenance.  Neighbors will provide us with pictures of the area involved.  It was reported that the area is used by homeless and attracts crime. It  is in need of better lighting, cleaning, and landscaping.

Change meeting venues as to include all sectors of the community.
